ADMINISTRATIVE BUSINESS AUDIT
The administrative business audit
In addition to carrying out inspections, the BKD has the statutory duty to supervise all Dutch companies that grow or trade in flower bulbs. This is done once a year during an audit. In this audit, BKD evaluates whether the company is complying with the relevant legislation and regulations. During this visit, the inspector goes through a questionnaire with the company. The questions may for instance be about Track & Trace information, the records kept and the relationship between the records and the lots/consignments. After a visit, the company receives a summary with a report.
If the inspection shows that a company meets the conditions*, the company will receive a statement that it can independently apply plant passports until the next audit.
The costs for te administrative business audits are included in the fixed annual contribution for cultivation companies. For trading companies, the inspector’s visit is calculated at an hourly rate. This difference arises from the use of Ketenregister. If a company makes full use of Ketenregister, the visit can be completed much more effecient. For companies that grow and trade, the audit can be combined.
* Requirements that are imposed in accordance with ‘The Plant Health Regulation (EU) 2016/2031’.
